Vietnam announces seven measures to develop supporting industries

The Vietnamese Central Government website reported on August 10 that the government recently issued Resolution No. 115/NQ-CP on promoting the development of supporting industries. The resolution stated that by 2030, supporting industrial products will meet 70% of domestic production and consumer demand; 14% of industrial output value; in Vietnam, there are about 2,000 companies that can directly supply products to assemblers and multinational companies.

Specific goals in the field of spare parts: the development of metal spare parts, plastic and rubber spare parts, and electrical and electronic spare parts must meet the goal of meeting 45% of Vietnam's industrial spare parts demand by the end of 2025; by 2030, Meet 65% of domestic demand, and increase the promotion of product production in various fields serving high-tech industries.

Supporting industries for textiles, clothing and leather footwear: develop textile, clothing, and leather footwear raw and auxiliary materials production. By 2025, realize the export of high value-added products and services. The domestic supply of raw and auxiliary materials for the textile industry will reach 65%, and leather footwear will reach 75%. -80%.

High-tech supporting industries: develop production materials, professional supporting equipment, software and services that serve high-tech industries; develop an enterprise system that provides professional auxiliary equipment and supports technology transfer in high-tech industries. Establish machinery maintenance and repair enterprises that comply with international standards, and serve as a prerequisite for the development of equipment and software manufacturers in this field. Form a new material, especially electronic material research and development and production system.

In order to achieve the above goals, the Vietnamese government has proposed seven measures to promote the development of supporting industries.

1. Improving mechanisms and policies:
Formulate, improve, and effectively carry out special policies and mechanisms for the simultaneous implementation of supporting industries and other priority processing and manufacturing industries (with preferential treatment and support in accordance with the provisions of Vietnam’s Investment Law) to ensure that the development of supporting industries creates favorable conditions, while formulating And implement effective policies to develop the raw material industry, expand the manufacturing and assembly processing industry market for complete products, and lay the foundation for modernization and sustainable industrialization.

2. Ensure and effectively mobilize resources to develop supporting industries:
Deploy, ensure and mobilize effective resources, and implement investment policies for the development of supporting industries and priority processing and manufacturing industries. On the basis of complying with the law and meeting the conditions for local economic development, enhance the role of local governments and encourage local investment resources to implement supporting industries and prioritize processing and manufacturing policies, programs and activities.

3. Financial and credit solutions:
Continue to implement preferential interest rate policies to support short-term credit loans for enterprises in supporting industries, priority development of processing and manufacturing industries; the government uses central budget, local finance, ODA assistance and foreign preferential loans for enterprises to be used in the catalog of priority development supporting industrial products Interest rate subsidies are provided for medium and long-term loans for medium production projects.

4. Develop the domestic value chain:
By attracting effective investment and promoting the docking between Vietnamese enterprises and multinational enterprises, domestic production and assembly enterprises, creating opportunities for the formation and development of domestic value chains; establishing concentrated supporting industrial parks and creating industrial clusters. Develop the raw material industry to increase the autonomy of producing raw materials, reduce dependence on imported raw materials, increase the added value of domestic products, product competitiveness, and the status of Vietnamese enterprises in the global value chain.

At the same time, promote the development of a complete product production and assembly industry, and focus on supporting the development of priority industrial manufacturing Vietnamese enterprises to become a regional group, forming a radiation effect, and leading auxiliary industrial enterprises in accordance with the Politburo’s National Industrial Development Policy from 2030 to 2045 Guide the direction of the spiritual development of Resolution 23-NQ/TW.

5. Develop and protect the market:
Promote the development of domestic and foreign markets to promote the development of supporting industries and priority processing and manufacturing industries. Specifically, based on the principle of ensuring economic benefits, we will prioritize the development of processing and manufacturing solutions to ensure the scale of the domestic market; formulate and implement appropriate industrial regulatory systems and technical standards systems to protect domestic production and consumers; Conventions and practices, strengthen the quality inspection of imported industrial products, and use technical barriers to reasonably protect the domestic market. At the same time, seek and expand overseas markets on the basis of making full use of signed free trade agreements; adopt measures to support supporting industries and priority processing and manufacturing industries, and effectively participate in free trade agreements; actively eliminate obstacles to combat monopoly and unfair competition Behavior; development of modern business and trade models.

6. Improve the competitiveness of supporting industrial enterprises:
On the basis of development needs and goals and existing resources, use central and local mid-term investment capital to construct and effectively operate regional and local industrial development support technology centers, support supporting industries and give priority to the development of processing and manufacturing enterprises for innovation, R&D, technology transfer, and improvement Productivity, product quality and competitiveness create opportunities for deep participation in global production chains. Form mechanisms and policies to support and prioritize financial, infrastructure and physical facilities, and improve the ability of regional technical and industrial development support technical centers to support regional industrial development. All regional industrial development support technology centers should play a role in connecting with local centers in order to form a common ecosystem of technology and industrial production.

In addition, it is necessary to improve the scientific and technological capabilities of supporting industries and priority processing and manufacturing enterprises, and make breakthroughs in industrial foundation, technology transfer and technology absorption; strengthen domestic and foreign cooperation in research, development and application of science and technology, purchase and transfer of technology products, etc. ; Promote the commercialization of scientific and technological research products; strengthen public-private cooperation mechanisms in the implementation of technological innovation, research and development projects.

At the same time, through national skills upgrading plans and programs, promote the connection of training institutions and enterprises, education and human resources markets, develop management systems and ensure the quality of vocational education, implement modern and streamlined professional management models, and adopt international standards and information technology Application, promotion of international cooperation in training and human resource development, development of evaluation system and issuance of national vocational skills certificates, especially important work skills for supporting industries.

7. Information communication, statistical database:
Establish and improve supporting industries and priority processing and manufacturing databases to promote the connection between Vietnamese suppliers and multinational companies; improve the effectiveness and efficiency of national management and formulate policies for supporting industries; improve statistical quality to ensure timely and complete information ,accurate.
