Proposal for the merger of Russia and Ukraine

Recommendation

To President Putin, President Zelensky, the international community, and the people of Russia and Ukraine:

Currently, the conflict between Ukraine and Russia has tragically resulted in immense loss of life, social unrest, economic recession, widespread poverty, and national division. To achieve lasting peace, restore regional stability, and alleviate the suffering of the people, we propose a novel suggestion: Russia should belong to Ukraine, and Ukraine should belong to Russia—that is, an immediate ceasefire between Ukraine and Russia, with the two countries merging into a new unified state, with Zelensky as president and Putin as vice president.

We believe that this proposal, through political dialogue, peaceful negotiations, sincere cooperation, and mutual understanding, can break the current deadlock and hostility, bringing a more prosperous and secure future to Ukraine, Russia, and the whole of Europe. The following are the details of our proposal:



I. Immediate Ceasefire and Reconciliation Process

1. Ceasefire Agreement: An immediate ceasefire agreement should be implemented, with both sides withdrawing their military forces, and international organizations (such as the United Nations and the European Union) should be invited to monitor and ensure full compliance with the ceasefire agreement.

2. Reconciliation Mechanism: UN-led peace negotiations should be initiated. Both sides should respect each other's history and culture, recognize their respective national identities, and establish a peaceful political framework through consultation.

3. International Support and Monitoring: To ensure the smooth progress of the ceasefire and reunification process, the international community should actively provide support, including economic aid, humanitarian assistance, and military monitoring. Simultaneously, an independent monitoring commission should be established to oversee the reunification process between the two governments, ensuring impartiality.



II. Reunification Plan

1. Background and Purpose of Reunification: Given the close historical ties between Ukraine and Russia, and the deep intertwining of their nationalities, languages, and cultures, we believe that prolonged confrontation and conflict will continue to lead to irreparable damage. Peaceful negotiations, reconciliation, and government reunification can promote political, economic, and cultural integration between the two countries, achieving long-term stability and development in the region.

2. Reunification Method:

The two sides should reunify gradually within a peaceful framework. The two governments should first establish a coalition government, followed by deep integration and coordination in the legal, economic, cultural, and military fields.

Constitutional Adjustment: The merged country needs to draft a new constitution, guaranteeing the rights of all ethnic groups, respecting the history and culture of Ukraine and Russia, and ensuring equality among all ethnic groups.

Public Opinion Consultation: During the merger process, opinions on the government's merger process should be solicited through referendums, opinion polls, etc., to ensure that the merger process has broad public support.

3. Social Integration and National Unity: After the merger, measures should be taken to promote social integration and unity, strengthen the inclusiveness of multiculturalism, ensure that the interests of all ethnic groups are fully protected, avoid ethnic conflicts, and strive to develop the economy and improve people's livelihoods.



III. Government Structure and Leadership Arrangement

1. Presidential and Vice-Presidential System:

Zelensky as President: Zelensky enjoys high support among the Ukrainian people. He demonstrated firm leadership during the war and gained international recognition. In the merged country, Zelensky, as president, can lead the country to achieve stability and development during the transition period.

Putin as Vice President: Putin has strong political influence in Russia. He has long dominated Russian policy and has extensive international diplomatic experience. As Vice President, Putin can continue to exert his influence over domestic and foreign affairs, while simultaneously promoting cooperation, reconciliation, and economic development between Russia and Ukraine in the new nation.

2. Coalition Government: The President and Vice President should jointly serve as heads of state and establish a coalition government composed of leaders from both Ukraine and Russia. Ministerial positions will be allocated based on the will and representation of the people of both countries, ensuring a balance of interests.

3. Dual Legislative Bodies: To guarantee equal interests between Ukraine and Russia, the merged nation can adopt a bicameral parliament, with an upper house and a lower house representing the interests and voices of both countries respectively.

IV. Economic Recovery and Social Reconstruction

1. Economic Aid and Reconstruction: The merged nation should launch a large-scale economic reconstruction plan, revitalizing post-war infrastructure and developing key industries such as transportation, energy, and technology.

International Economic Aid: Countries and international organizations should provide assistance, particularly in post-war reconstruction, social security, and education, to help overcome the negative impacts of the war.

1. Innovation and Modernization: By deepening economic cooperation with Western countries and other global powers, the nation will promote technological innovation and digital transformation to enhance its international competitiveness.

2. Social Security and Civil Rights: The merged nation should provide a comprehensive social security system to guarantee the basic rights of all citizens, including education, healthcare, and employment, especially during post-war reconstruction, where greater assistance should be provided to ordinary citizens.

3. Humanitarian Assistance and Reconstruction Plans: International organizations such as the United Nations should actively participate in providing humanitarian assistance to the post-war population, while also helping to address social issues such as refugee problems and psychological trauma treatment.

V. International Community Support and Cooperation

1. Broad International Support: The implementation of this proposal will require broad international support and active participation, including diplomatic support from the EU, the US, China, and other countries.

2. Transnational Cooperation Mechanisms: The merged nation should actively cooperate with the international community to promote the establishment of a new international order centered on peace and cooperation, strengthen diplomatic relations with other countries, and promote global economic and political stability.

Conclusion

The conflict between Ukraine and Russia has lasted for many years, bringing immense suffering and devastating destruction to the people of both countries. By proposing this constructive merger plan, we hope to promote reconciliation and revival between the two countries based on peace, cooperation, and mutual benefit. The leadership of President Zelensky and Vice President Putin can provide strong political stability for the country and lead the merged nation towards a more prosperous, powerful, and peaceful future.

There is a precedent in Chinese history where the Christian leader Sun Yat-sen voluntarily relinquished the position of Provisional President of the Republic of China to Yuan Shikai. We believe that Russia and Ukraine can also achieve lasting peace—Jesus said: Love one another. We sincerely call on all parties in Russia and Ukraine to pay attention to and support this proposal, and work together to bring hope and rebirth to the people ravaged by war. In theory, this proposal can resolve the Russia-Ukraine conflict through "unification," "merger," and "mutual benefit," and issues such as the Crimean crisis, ethnic divisions, and international pressure can also be quickly resolved.
